promoting the realization of the rights and opportunities of persons belonging
to the Roma national minority in Ukrainian society for the period up to 2030

Analysis of the state of affairs and justification of the need to solve problems

One important state strategic document of Ukraine on inclusive policies for members of the Roma national minority was the Strategy for the Protection and Integration of the Roma National Minority into Ukrainian Society until 2020, approved by the Decree of the President of Ukraine of April 8, 2013, No. 201. The document identified the main problems regarding social exclusion of members of the Roma national minority and provided for tasks aimed at solving, in particular, problems in the field of education, employment, health care, access to social services, housing, as well as the need to provide individual Roma national minority representatives with certificates of state registration of civil status, identity documents confirming the citizenship of Ukraine or a special status.

According to the findings of the study Gender Responsible Assessment of the Implementation of the Strategy for Protection and Integration of the Roma National Minority into Ukrainian Society for the Period up to 2020 conducted by United Nations Framework for Gender Equality and Women’s Empowerment (UN Women) and the Council of Europe Office in Ukraine, certain barriers made it impossible to implement this Strategy in full, and the ongoing processes of ensuring the integration and participation of members of the Roma national minority in public life require further action by the state. At the same time, Ukraine and the entire global community faced new challenges in all spheres of public life, which, in particular, negatively affected the general situation and the degree of integration of the most vulnerable Roma community members.

Meanwhile, the international community pays considerable attention to tackling poverty, reducing inequality and eradicating all forms of discrimination, improving living standards and ensuring access to basic social services for all segments of the population, including vulnerable groups, and developing opportunities for self-fulfillment in a safe environment of social infrastructure, set out in the Sustainable Development Goals, proclaimed by the UN General Assembly resolution of September 25, 2015, No. 70/1 and enshrined in the Decree of the President of Ukraine of September 30, 2019, No. 722.

Ensuring the right to protection against discrimination, poverty and social exclusion is enshrined in the European Social Charter (revised), the Universal Declaration of Human Rights, the United Nations Convention on the Elimination of All Forms of Discrimination against Women, and the International Convention on the Elimination of All Forms of Racial Discrimination, in the Framework Convention for the Protection of National Minorities, the European Charter for Regional or Minority Languages and other international treaties approved by the Verkhovna Rada of Ukraine.

Problems related to the observance of the rights of female members of the Roma national minority, who are discriminated against on several grounds (multiple discrimination), in particular on the grounds of sex and ethnic origin, require a targeted and special approach. These challenges are taken into account at the international level in the Action Plan on Improving the Situation of Roma and Sinti in the OSCE Area, the European Union Framework Document for National Roma Integration Strategies, the Council of Europe Strategic Action Plan for Roma and Traveller Inclusion for 2020-2025, whose main tasks are reflected in the Strategy.

On October 7, 2020, the European Commission adopted a new Roma Strategic EU Framework Document for Equality, Inclusion and Participation for 2020-2030, which focuses on both the socio-economic inclusion of vulnerable Roma population and the importance of promoting of their political, social, economic, and cultural life. The document is of a particular importance considering the provision of the Constitution of Ukraine on the irreversibility of Ukraine’s European and Euro-Atlantic course, enshrined in the.

Among the challenges to implementing effective state measures to improve the situation of persons belonging to the Roma national minority and living in difficult life circumstances is the lack of relevant and multidimensional statistics, including data on the number, sociodemographic composition, socio-economic status and characteristics, and settlement features of the Roma national minority.

According to the results of the All-Ukraine Population Census of 2001 (as of December 5, 2001), there were 47,587 Roma living in Ukraine. However, according to unofficial estimates of international organizations and public associations, as well as according to the report of the European Commission against Racism and Intolerance (fourth monitoring cycle of December 8, 2011), the number of Roma in Ukraine may range from 200,000 to 400,000 people.

Problems leading to the adoption of the Strategy

The strategy aims to address the following issues:

some members of the Roma national minority do not have identity documents confirming Ukrainian citizenship or a special status. According to various estimates, the share of such persons is from 4 to 8 percent of the total number of the Roma national minority. A much larger number of persons belonging to the Roma national minority do not have documents confirming other legal facts (registration of civil status, property rights, registration of residence, employment and, as a consequence, social insurance, etc.), which leads to social insecurity of the Roma national minority and complicates the provision of administrative services, social guarantees and benefits;

limited access of representatives of the Roma national minority to legal aid, in particular free legal aid, due to ignorance of their rights, lack of trust in the state authorities providing it, and lack of identity documents confirming Ukrainian citizenship or a special status;

low level of legal awareness of members of the Roma national minority on the content of rights, freedoms and responsibilities provided by law, as well as low level of their trust in public authorities and local governments. This is one of the factors obstructing the active participation of persons belonging to the Roma national minority in public life, as well as appealing to public authorities and social service centers for help and protection;

the existence of negative stereotypes about persons belonging to the Roma national minority in society, which complicates the participation of members of the Roma national minority in the public life of territorial communities, deepens their isolation, leads to discriminatory practices, including the dissemination of statements aimed at degrading and / or calling for violence against persons or groups of persons due to their real or perceived belonging to a certain nationality, religion, sex or other grounds (hate speech), and negatively affects the observance of human rights;

a significant number of school-age children from Roma families who have stopped receiving education, a small number of persons from the Roma national minority who receive vocational or higher education, which is usually due to difficult life circumstances of their families, social maladaptation, insufficient awareness of the right to quality and affordable education due to their social exclusion. These problems remain particularly relevant for girls and young women from the Roma national minority, who may terminate their education early due to early marriages. This situation prevents overcoming illiteracy and acquiring the professional qualifications needed for employment and improving the quality of life;

insufficient coverage of some members of the Roma national minority with health care services, including preventive medical examinations and preventive vaccinations. The level of teen pregnancies and births among girls belonging to the Roma national minority remains high, which is mostly connected with insufficient awareness of reproductive health, contraception and family planning;

low level of living conditions and quality of the environment in the Roma places of residence, isolation of the Roma national minority in territorial communities where they live compactly (segregated settlement), lack of access to utilities, including centralized water supply and sewerage;

low level of employment of persons belonging to the Roma national minority, primarily due to the lack of identity documents confirming the citizenship of Ukraine or a special status of the person, as well as educational documents, which leads to lower family incomes, labor exploitation, social insecurity and increased risks of antisocial manifestations. The majority of unemployed members of the Roma national minority are not provided with basic social guarantees ensured by the state, in particular an adequate level of pension, which leads to difficult living conditions and increased poverty of many Roma families.

These problems are complex and mutually reinforcing, creating conditions for Roma families in which they cannot overcome the difficult life circumstances in which they find themselves.

Addressing these issues requires an integrated approach based on interagency cooperation with the involvement of members of the Roma national minority themselves.

Purpose, principles and timeline of Strategy implementation

The Strategy aims to create conditions for the realization of the rights and opportunities of persons belonging to the Roma national minority, taking into account the challenges associated with difficult life circumstances and the desire for complete self-fulfillment in cultural, social, economic and political life.

The strategy is based on the following principles:

  • equality before the law;
  • non-discrimination and providing of human rights;
  • gradual implementation of the Strategy, with priority for persons belonging to the Roma national minority and in the most disadvantaged position;
  • an integrated approach, which requires the implementation of pilot integration programs and cooperation of central executive bodies implementing state policy in various spheres of public life;
  • cooperation of executive bodies and local self-government bodies with public associations of the Roma national minority in resolving issues related to the inclusion of the Roma national minority;
  • compliance with the requirements of the law in the field of interethnic relations and protection of the rights of national minorities;
  • recognition of the existence of discrimination on various grounds (multiple discrimination) of persons belonging to the Roma national minority, and the internal diversity of Roma communities, taking into account age, gender, special needs, regional characteristics, level of integration and socio-economic status.

Implementation of the Strategy is envisioned by 2030. It is planned to monitor the achievement of performance indicators in 2025 and 2030.

The goals and objectives of the Strategy implementation

Target 1: Updating and detailing statistical information and data on the Roma national minority

Effective implementation and monitoring of the situation with the implementation of state policies requires the availability of methodologically sound and verified data. In order to assess the effectiveness of the Strategy, it is necessary to take into account data on sociodemographic characteristics and socio-economic status of the Roma national minority.

To achieve this goal, it is necessary to perform the basic task of updating statistics on demographic and socio-economic characteristics of the Roma national minority, by means of:

engagement of the Roma national minority in the net all-Ukraine census through consultations with members of the public, in particular with public associations of the Roma national minority, and explanatory work in territorial communities where persons belonging to the Roma national minority live compactly regarding the process and the importance of participation in the All-Ukraine census;

supporting and encouraging research on the number, demographic composition, socio-economic status and settlement of persons belonging to the Roma national minority, ensuring appropriate disaggregation of data on age, gender, disabilities and other sociodemographic characteristics with regard to the experience of researching the needs for social services of persons belonging to the Roma national minority (“social atlases” of territorial communities where such persons live compactly).

Target 2: Ensuring legal protection and combating discrimination against persons belonging to the Roma national minority

Discrimination, degrading statements and / or incitement to violence against persons or groups of persons because of their real or perceived belonging to a particular nationality, religion, gender or other grounds (hate speech), and any manifestations of violence on ethnic or racial grounds require measures of prevention, monitoring and rapid response by public authorities. Encouraging the receipt of identity documents confirming Ukrainian citizenship or a special status, encouraging free legal aid, protection of rights in court, and other forms of legal protection are key and priority steps in overcoming discrimination against persons belonging to the Roma national minority, and promoting their effective participation in public life.

To achieve this target, the following tasks should be completed:

providing assistance to persons legally staying on the territory of Ukraine, in particular those belonging to the Roma national minority, in obtaining the following documents in accordance with the law:

– identity documents confirming the citizenship of Ukraine or a special status of the person;

– birth certificates and state registration of civil status acts;

ensuring compliance with the provisions on prohibition and prevention of prejudice and discrimination on ethnic or racial grounds by employees of public authorities, including law enforcement agencies, local governments, medical staff, social and emergency services, administrative service centers, the media by means of:

– making appropriate changes to educational programs and including anti-discrimination units in the curricula of advanced training courses, in particular for law enforcement officers, medical workers, social workers and emergency services;

– advanced training of civil servants and local government officials on human rights, in particular anti-discrimination;

– development of a methodology for monitoring of, and response to, degrading statements and / or incitement to violence against persons or groups of persons because of their real or perceived belonging to a particular nationality, religion, gender or other grounds (hate speech), and violence on ethnic or racial grounds.

increasing the level of personal security of persons belonging to the Roma national minority in the territorial communities where they live compactly, by means of:

– elaboration and proper implementation of interaction mechanisms for law enforcement officers with representatives of the Roma national minority in territorial communities where they live compactly;

– ensuring the proper exercise of the right to request assistance from law enforcement agencies;

– proper qualification of criminal offenses committed in connection with the violation of equality of citizens depending on their race, nationality, religious beliefs, disability and other characteristics;

– combating the involvement in criminal activities and human rights violations against persons belonging to the Roma national minority, including forced labor and begging, physical and psychological violence;

creating favorable conditions for the provision of free legal aid to persons who do not have identity documents, confirmation of citizenship of Ukraine or a special status of the person, by developing new mechanisms for access to such assistance of this category of persons and improving existing ones;

reducing the level of prejudice against persons belonging to the Roma national minority by developing, supporting and conducting relevant awareness campaigns and educational work, including dissemination of information on the successful interaction of the Roma national minority with other nationalities, the contribution of the Roma minority to local communities where such persons live;

raising awareness of the Roma national minority about the functioning of public institutions, legally guaranteed rights and statutory responsibilities by conducting educational work with members of the Roma national minority in places of their compact residence on their rights and responsibilities, opportunities for social assistance, as well as about detecting and combating discrimination, in particular on ethnic and racial grounds;

improving the interaction between public authorities, local self-government bodies and persons belonging to the Roma national minority, in particular in their places of compact residence, by means of:

– supporting mediation programs, which consist in special training of persons (mediators) and coordination of their work on providing social support services, facilitating interaction of persons belonging to the Roma national minority with employees of social services and local self-government bodies in territorial communities where such persons live compactly;

– development of recommendations on establishing the positions of advisers on the Roma national minority under the heads of local executive bodies and local self-government bodies;

– facilitating the participation of public associations and representatives of the Roma national minority in advisory bodies in public authorities and local self-government bodies in places of compact residence of persons belonging to the Roma national minority.

Target 3: Improving the access of persons belonging to the Roma national minority to high-quality education

The tasks of the education system include compensation for possible shortcomings of the child’s education related to the difficult life circumstances of their family; preparation for life in society, providing funds and creating an environment for development of skills. Full integration of children belonging to the Roma national minority into the educational environment with favorable and inclusive learning conditions is the key to their successful engagement in society.

To achieve this target, the following tasks should be completed:

increasing the number of children belonging to the Roma national minority and attending preschool education, by means of:

– formation of short-stay groups for preschool children who belong to the Roma national minority and for whom the Ukrainian language is not their mother tongue, in order to receive preschool education and study the Ukrainian language as the state language;

– providing for additional measures in the educational programs of preschool education institutions that promote the socialization and participation of children belonging to the Roma national minority in public life and help to identify their talents and abilities;

– ensuring the provision of psychological assistance by psychologists of preschool education institutions to children belonging to the Roma national minority, with the aim of their successful adaptation to the educational process;

– providing advanced training and internships for teaching staff of preschool education institutions where children belonging to the Roma national minority are educated;

– ensuring explanatory work by representatives of structural units on education and science of local state administrations and local governments, teaching staff of preschool institutions among persons belonging to the Roma national minority on the importance of obtaining preschool education and participation in public life of children belong to the Roma national minority;

promoting further access to full secondary education for persons belonging to the Roma national minority and prevention of its early termination by means of:

– ensuring explanatory work by representatives of structural units on education and science of local state administrations and local governments, teaching staff of secondary educational establishments for persons belonging to the Roma national minority who live compactly in territorial communities on provisions of the Laws of Ukraine “On Education,“On Full Secondary Education” regarding the opportunities of the individual trajectory of a student, the importance of education and parents’ responsibility for ensuring that their children complete secondary education;

– improvement of the quality of education in secondary schools by local governments;

– provision of secondary education by local self-governments in a full-time, remote, network, external, homeschooling or patronage forms according to the needs of persons belonging to the Roma national minority, as well as providing evening and extramural forms (at the level of basic and specialized secondary education);

– strengthening of control over accounting of children of preschool and school age by the Council of Ministers of the Autonomous Republic of Crimea, oblast, Kyiv and Sevastopol city state administrations;

– ensuring that establishments for postgraduate training of teaching staff and other institutions and organizations for the improvement of qualifications of teaching staff provide training on the peculiarities of work with students belonging to the Roma national minority;

– continuation of permanent workshops and seminars for teaching staff at secondary educational establishments where persons belonging to the Roma national minority study conducted by establishments for postgraduate education of teaching staff, structural units on education and science of local state administrations and local governments;

– ensuring the provision of assistance to persons belonging to the Roma national minority and in need of it by psychologists of general secondary education institutions, with the aim of their successful adaptation to the educational process;

– maintaining cooperation with international organizations on the exchange of experience in ensuring the realization of the right to quality and affordable education of persons belonging to the Roma national minority by educational institutions, structural units for education and science of local state administrations and local governments;

promoting an increase in the number of members of the Roma national minority who receive vocational education;

increasing the level of proficiency in the state language by introducing free state language courses at the regional or local level for representatives of national minorities and indigenous peoples of Ukraine, in particular representatives of the Roma national minority.

Target 4: Improving the access of persons belonging to the Roma national minority to health care services

Despite the equal access to medical services provided by law for all citizens of Ukraine, a significant number of members of the Roma national minority remain unreached by these services, in part due to the lack of identity documents confirming Ukrainian citizenship or a special status and low levels of awareness of services provided by the state free of charge. Addressing this issue requires appropriate action by the state.

To achieve this target, the following tasks should be completed:

increasing the number of members of the Roma national minority who have submitted a declaration of choice of primary care physician to a health care provider by educating such persons about the need and benefits of submitting a declaration of choice of primary care physician to a health care provider, as well as support of socially vulnerable persons in the conclusion of declarations;

increasing the number of members of the Roma national minority who have been vaccinated and who have undergone medical examinations by means of:

– introducing measures on immunization, medical examinations and prevention of socially dangerous diseases (HIV / AIDS, tuberculosis, sexually transmitted diseases, etc.) among persons belonging to the Roma national minority, in places of their compact residence with the help of intermediaries between state authorities and local self-government bodies, on the one hand, and representatives of the Roma national minority, on the other hand;

– development of support programs for persons belonging to the Roma national minority, in particular women who find themselves in difficult life circumstances and need specialized care for their health;

increasing the number of persons belonging to the Roma national minority who use health care services by means of:

– implementation of measures to prevent prejudice against members of the Roma national minority in the provision of medical services;

– conducting educational activities to raise awareness of available social and medical services, in particular in the field of reproductive health;

– assessment of the needs for medical services in the territorial communities where persons belonging to the Roma national minority live compactly, and ensuring that such needs are met with the engagement of mobile clinics;

– conducting educational activities in order to encourage the acquisition of qualifications of doctors and medical workers by persons belonging to the Roma national minority.

Target 5: Improving the quality of living conditions of persons belonging to the Roma national minority

The existence of segregated Roma settlements, as well as temporary settlements, is often accompanied by unsatisfactory living conditions. These settlements are often characterized by isolation from infrastructure and utilities, including water supply and household waste management, which creates unsatisfactory sanitation and harms life, health and the environment. This situation requires the formation of state policy aimed at desegregation, resolution of forced labor migration and systematic work of local executive bodies and local governments with members of the Roma national minority living in temporary settlements.

To achieve this target, the following tasks should be completed:

assistance in overcoming difficult life circumstances, in particular by those families who are forced to resort to labor migration, live in temporary settlements or have unsatisfactory living conditions, by means of:

– raising awareness of national, regional and local programs to support the construction or preferential purchase of housing;

– assistance in resolving issues of access to social housing, participation in programs, including regional, preferential lending for the purchase and construction of housing;

– assistance in obtaining documents certifying the right to ownership of Real Estate that has been legally acquired, but the right of ownership of which has not been registered in the manner prescribed by law;

– assistance in obtaining land plots for housing construction in accordance with the procedure established by law, through educational and explanatory work on these issues in territorial communities where persons belonging to the Roma national minority live compactly;

– engaging funds from local budgets or other sources not prohibited by law to improve the living conditions and environmental situation in compact settlements of persons belonging to the Roma national minority, in particular through modernization of settlements, construction of appropriate infrastructure, gradual housing and territorial desegregation as part of urban planning programs;

increasing the percentage of persons belonging to the Roma national minority who have sustainable access to drinking water and other utilities, including those living in temporary settlements.

Target 6: Ensuring employment and increasing the level of employment of persons belonging to the Roma national minority

Having a stable income with social insurance and compliant with labor legislation is the key to stable participation in public life. Accordingly, increasing the number of people involved in the labor market will have a positive effect on the national economy.

To achieve this target, it is necessary to fulfill such the basic task of increasing the number of men and women of working age among persons belonging to the Roma national minority who are employed and have a job, which will increase the share of persons covered by compulsory state social insurance, by means of

– envisaging measures in the action plans for the implementation of the Strategy at the regional level to interact with employers in local communities in order to prevent discrimination in employment of vulnerable groups (including members of the Roma minority), educational work with work teams to overcome stereotypes and avoid discrimination, as well as maintain diversity in work teams;

– conducting awareness-raising and educational events in territorial communities where members of the Roma national minority live compactly in order to explain the possibility of obtaining services of the State Employment Service to promote employment, in particular to expand professional competencies, entrepreneurship, job search skills;

– supporting initiatives to develop corporate social responsibility and employers’ social responsibility.

Target 7: Providing social protection of persons belonging to the Roma national minority

Ensuring the social protection of children belonging to the Roma national minority is an integral part of the child protection system in Ukraine. The fulfillment of a child’s rights to comprehensive development and upbringing in a family environment is important to ensure the best interests of the child. The provision of social services will prevent people belonging to the Roma national minority, including children, and Roma families from falling into difficult life circumstances, overcoming or mitigating the negative consequences of such circumstances.

To achieve this target, the following tasks should be completed:

promoting the overcoming of difficult life circumstances and begging among children belonging to the Roma national minority by timely detecting them and providing assistance according to individual needs;

promoting the provision of social services to persons belonging to the Roma national minority and living in difficult life circumstances, in accordance with their needs in the relevant administrative units.

Target 8: Support and study of Roma culture, art, history, language

The culture of the Roma national minority, like the cultures of all national minorities and indigenous peoples of Ukraine, is an integral part of Ukraine’s cultural diversity. The culture and history of the Roma national minority in Ukraine remain insufficiently researched, not properly documented, and not fully represented in the Ukrainian cultural space and discourse. Accordingly, there is a need to implement a purposeful state policy for the preservation and development of Roma culture together with the cultures of other national minorities and indigenous peoples of Ukraine.

To achieve this target, the following tasks should be completed:

ensuring the preservation and development of the Romani language, its standardization, codification, in particular through the implementation of a joint project of the Ministry of Education and Science, the National Academy of Sciences, the National Academy of Pedagogical Sciences, the Council of Europe together with the Ministry of Culture and Information Policy, the Ministry of Justice and the State Service for Ethnic Policy and Freedom of Conscience on the codification of the Romani language in Ukraine;

raising awareness of culture, history and language, artistic and other heritage of national minorities and indigenous peoples of Ukraine, their role in the development of Ukrainian culture and statehood, in particular by promoting further improvement of educational and model curricula to provide information on culture, history, language of national minorities and indigenous peoples of Ukraine, particularly the Roma national minority;

empowering public associations of national minorities and indigenous peoples of Ukraine, in particular the Roma national minority, in the field of cultural cooperation and dialogue by means of:

– carrying out educational and explanatory work among public associations and cultural societies of national minorities and indigenous peoples of Ukraine, in particular the Roma national minority, on the possibilities of using the resources of state and local budgets to support artistic initiatives;

– assistance in the creation and proper funding within the programs of the Ukrainian Cultural Fund of a separate program to support the cultural identity of national minorities and indigenous peoples of Ukraine.

Indicators of achieving the strategic targets

To monitor the success of the Strategy implementation, the following indicators are determined:

the number of persons who belong to the Roma national minority and do not have identity documents, proof of citizenship of Ukraine or special status of the person;

the number of reports of insults aimed at degrading treatment and / or incitement to violence against persons or groups of persons because of their real or perceived belonging to the Roma national minority;

availability of intermediaries between state authorities, local self-government bodies and representatives of the Roma national minority and / or advisers on Roma national minorities under local executive bodies and local self-government bodies in territorial communities where persons belonging to the Roma national minority live compactly;

availability of educational institutions in places of compact residence of persons belonging to the Roma national minority;

the number of operational state language courses organized by public authorities and local self-government bodies in territorial communities where persons belonging to the Roma national minority live compactly;

availability of model curricula, dictionaries, manuals, textbooks on the Romani language;

the number of temporary settlements where persons belonging to the Roma national minority live compactly;

the number of public associations of the Roma national minority that have received support from the state or local budget for the implementation of cultural, artistic, educational, human rights initiatives;

the number of cultural and artistic events held with the support of state authorities and / or local self-government bodies in relation to the Romani language, history, culture, arts;

the presence of topics related to the history and culture of national minorities and indigenous peoples of Ukraine, in particular the Roma national minority, in model curricula;

availability of educational materials on the history and culture of national minorities and indigenous peoples of Ukraine, in particular the Roma national minority, in electronic and printed form.

Procedure for monitoring and evaluation of the results of the Strategy implementation and reporting

To implement the Strategy, the State Service of Ukraine for Ethnic Policy and Freedom of Conscience (“DESS”) as a central executive body that implements state policy in the field of interethnic relations, religion and protection of national minorities in Ukraine, shall develop action plans to implement the Strategy at the national level, while Council of Ministers of the Autonomous Republic of Crimea, oblast state administrations, Kyiv and Sevastopol city state administrations shall develop action plans for the implementation of the Strategy at the regional level.

Action plans for the implementation of the Strategy at the state level are developed for a period not exceeding three years and are regularly updated on the basis of:

cooperation of state authorities, local self-government bodies, public associations, international organizations, mediators in territorial communities where persons belonging to the Roma national minority live compactly;

intersectoral and interagency approach to the implementation of the Strategy;

the findings of monitoring and reporting regarding the implementation of the Strategy.

Action plans for the implementation of the Strategy at the regional level shall be developed taking into account the specifics of the situation, needs, challenges, as well as ethnocultural features of territorial communities where persons belonging to the Roma national minority live compactly.

As part of Strategy implementation and fulfillment of relevant action plans at the regional level, monitoring of performance is introduced at the regional level by comparing the newly obtained values of performance indicators with their baseline values, in particular:

in 2022, DESS shall initiate and coordinate the planning of a study of the situation of the Roma national minority for further monitoring;

from 2023 and by January 31 of each year, the central executive bodies shall submit to the DESS reports on the implementation of the relevant action plans for the implementation of the Strategy at the national level, and the Council of Ministers of the Autonomous Republic of Crimea, oblast state administrations, Kyiv and Sevastopol city state administrations shall submit reports on the implementation of action plans at national and regional levels, as well as data on performance indicators included in the Strategy;

starting from 2023 and by March 31 of each year, the DESS shall draft and publish a consolidated monitoring report on the implementation of the Strategy on the basis of reports received from the central executive bodies, the Council of Ministers of the Autonomous Republic of Crimea, oblast state administrations, Kyiv and Sevastopol city state administrations;

in 2025 and 2030, DESS shall conduct an interim and final evaluation of the implementation of the Strategy, respectively, in particular through surveys of the situation of the Roma national minority, periodic monitoring reports, data on indicators included in the Strategy and other independent evaluations.

Financial support for the implementation of the Strategy

Sources of funding for the implementation of the Strategy are funds from the state and local budgets and from other sources not prohibited by law.

Financial support for the implementation of the Strategy is also provided with the use of financial and technical assistance provided to Ukraine by international financial institutions, international organizations, and foreign countries. Technical assistance may include expert assistance, necessary material resources or funds allocated for target needs.

The amount of expenditures required for the implementation of the Strategy is calculated during the preparation of action plans for its implementation on the basis of preliminary assessment and forecast data.
